I've used "clear outside" for many years but the real peach for me is "Scope Nights Astronomy Weather."
It's available for iphone or ipad only. I believe there is a small charge (some time back when I got it so can't really remember) but it's worth it for the advanced forecaxting of targetted sites etc.
